7. Construction Scheduling

Once all requirements have been met, construction will be scheduled based on:

  • Availability of materials
  • Crew and contractor availability
  • Weather and safety conditions
  • Overall system workload

EPUD will coordinate scheduling with the customer or contractor once the project is ready for construction.

6. Pre-Construction Requirements

Before a work order is released to EPUD construction crews, the following items must be completed:

  • Any required construction fees paid (cash or check only)
  • Required easements completed, signed, and returned
  • Required road permits approved (EPUD responsibility)
  • Trench inspections completed, if applicable
  • Meter base or meter main inspected and approved by the State or City electrical inspector (green tag)
5. Customer Responsibilities (Underground Services)

For underground line extensions, the customer is responsible for:

  • Trenching
  • Conduit installation
  • Backfill
  • Providing required will‑call materials

All customer‑installed facilities must meet EPUD construction specifications and be ready for inspection prior to construction.

 

4. Metering Facilities (All Services)

For all new, modified, relocated, or upgraded electric services — whether overhead or underground — the customer is responsible for the purchase and placement of all required metering facilities, including the meter base or meter main, in accordance with EPUD specifications.

All metering equipment must be installed, inspected, and approved by the State or City electrical inspector prior to EPUD construction or service energization.

EPUD does not supply or install customer‑owned metering equipment.

3. Cost Summary and Project Documents

After the design is complete, EPUD will provide:

  • A final electric utility design for the project
  • A Cost Summary outlining the associated costs
  • Easement documents, if required
  • Material will‑call forms, if applicable
  • Project‑specific specifications
  • Any necessary agreements related to the project

If a road or right‑of‑way crossing permit is required, EPUD will apply to the appropriate agency for approval after payment has been received and all required documents are complete.

2. Engineering Review and Site Visit, if needed

Once your application and fee have been received, an EPUD Engineering Technician will be assigned to your project.

Depending on the type and complexity of the request:

  • A site visit may be scheduled
  • You may be asked to provide a building permit
  • Additional information may be requested to complete the design

Electrical service is designed based on the loads provided. Loads not identified in the application may result in redesign, added cost, or future corrections.

1. Submit a Service Application and Required Information

To begin the process, customers must submit a completed Service Application along with all required forms and the applicable Cost Estimate Fee.

A service application can also be obtained by contacting EPUD Operations at (541) 744‑7492.

At a minimum, this includes:

  • A completed and signed Service Application
  • A Service Load Data form (completed by your electrician)
  • A site sketch or site plan
  • Payment of the required Cost Estimate Fee

Incomplete applications or missing fees will delay processing. Construction should not begin until EPUD has completed the design and issued approval.
