Emerald People’s Utility District has applied for HMGP 4432 grant funding from the Federal Emergency Management Agency (FEMA) to fund the Coburg Rd Framing and Reconductor Project in Coburg, OR; with matching funds provided by Emerald People’s Utility District.  Pursuant to 44 CFR Part 9.12, FEMA gives early notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands.

The project site is located in or affects the freshwater emergent wetlands and/or the riverine wetlands near Spring Creek. The purpose of the project is to reframe and reconductor the existing pole line on Coburg Rd, between Powerline Rd and the end of the 3 phs primary line north of Crossroads Ln, in order to harden the system which sees substantial outages due to storms, wind, and migratory birds. The proposed action includes: Replacement of 29 poles, reframing 34 poles, and replacing all copper wire between Powerline Rd and the end of the 3 phs primary route north of Crossroads Ln.

Comments concerning the proposed action will be accepted from the affected public; local, state and federal agencies; and other interested parties in order to consider and evaluate alternatives and the environmental impacts of the proposed action.  Comments should be made in writing, sent to the point of contact listed below, and postmarked within 30 days of publication of this notice.
