Energy Star Homes Northwest Program
Effective November 1,2014, the use of Northwest REM/Rate will be the required means by which new single family homes will be certified as Northwest ENERGY STAR. Emerald People's Utility District will offer a rebate of $2,000 for certified homes. To qualify, home builders must provide home performance modeling and testing which involves a third party verifier. The process involve the builder/ owner contracting with a private verifier to follow the home though the certification process.
In order to certify the efficiency of an NW ENERGY STAR Home the house is performance tested by a certified technician and then tested again by the private verifier. Private verifiers have been training in the use of software designed to insure the home's performance once the heating system is installed. Private verifiers perform periodic field inspection to insure properly installed insulation practices were used, the sealing of any duct systems, moisture control, efficient appliances & lighting were installed along with high performance windows and high performance heating and cooling systems. Homes that have earned the ENERGY STAR label are at least 15% more efficient than homes built to the current state building code. These homes improve the overall construction quality and provide homeowners with better built, more comfortable homes that can only be achieved through Energy Star.
